The Assembly of this Province, taking into consideration the difficulties that have subsisted between Great Britain and her colonies, came into the measure proposed, that a Congress of Deputies from the several Colonies be held, as soon as may be convenient, [and] have appointed the following, viz., Joseph Galloway, Speaker, Samuel Rhoads, Thomas Mifflin, Charles Humphreys, John Morton, George Ross, and Edward Biddle.
